This presentation tracks the evolution of visitor understanding against the evolution of UK Government cultural policy, culminating in an analysis of twin agendas, one about access and one about learning, and looking towards a means of measuring the importance of museums in society. We present a number of useful models including how we can best understand visitor motivations and responses.
